Server-to-Server Password Synchronizer (SSPS) can create new user accounts on a host in a synchronization group to match the passwords that are being synchronized.
It can also unlock an account which may have been locked out from an expired password. Using Server-to-Server Password Synchronizer, you can create new accounts on one machine and have them automatically replicated on several other machines.
This is ideal for systems such as kiosks that may be spread around your environment.
As new hosts are being added to SSPS, detail configuration is available including whether missing accounts will be created and locked accounts will be reset when passwords are synchronized.
